WinToUSB does something the operating system does not offer by itself: it installs a complete, writable Windows system onto an external drive so the machine boots from it and behaves like a normal installation. Your applications, settings, files and drivers travel with the drive, and the host machine's internal disk is never touched. For technicians, that is a working environment that plugs into whatever is on the bench.
The source can be an installation image, a physical disc, or the system currently running on the machine. The last option is the interesting one, since it clones a working setup rather than starting from a fresh install, so the portable drive arrives with everything already configured. Both firmware boot styles are handled, and the drive can be prepared to boot on both so it starts on old and new machines alike.
Portable driver handling is what makes this practical rather than a novelty. Because the same system boots on different hardware, the tool prepares the installation so it detects and loads the drivers for whatever machine it lands on instead of failing at boot with a storage controller it has never seen. It also handles the storage driver injection that would otherwise stop the drive from starting on newer controllers.
The rest of the feature set covers adjacent jobs. Creating installer media from an image, including the version that splits an oversized install file so it fits on a drive formatted for maximum compatibility. Cloning an internal disk to another disk, with resizing during the copy. Creating a portable system inside a virtual disk file that sits on an ordinary drive rather than consuming the whole device. Support for the enterprise style portable workspace format, and for building images that deploy the same configuration across a bench of machines.

Use an external solid state drive rather than a flash stick. A portable system on a cheap stick is technically working and practically unusable.
The target drive is erased completely. Confirm the device before starting, since the write cannot be undone.
