CLO approaches garment design the way a pattern cutter does rather than the way a 3D modeller does. You draw flat pattern pieces in a 2D window, define the seam lines that join them, and the simulation sews them together and drapes them on an avatar in the 3D window in real time. Move a dart, change a seam allowance, adjust an ease and the garment on the body updates as you work.
The cloth simulation is a physical one and the material properties are real measurements rather than presets with descriptive names. Stretch and shear stiffness, bending, buckling, density, thickness and friction all set independently, so a heavy wool coat and a light silk blouse behave differently for the same reason they do in a fitting room. The fabric library ships with tested presets and any of them can be measured, adjusted and saved.
The avatar side handles sizing and fit properly. Body measurements adjust across the full range, poses can be set or driven by motion data for walking and movement tests, and the fit map shows stress, strain, pressure and clearance as a coloured overlay on the garment, which turns fit assessment into something measurable rather than something you eyeball.
Beyond the pattern work there is full texture and print handling with tiling, placement and scale on the actual garment surface, trim and hardware placement for buttons, zips, topstitching and eyelets, graded size sets from a base pattern, technical package output with construction detail, and rendering for presentation images. Pattern data exchanges with the standard flat pattern formats and the finished garment exports to the common 3D formats for use elsewhere.

Lower the particle distance while you are drafting and raise it only for the final drape. High density simulation while editing is a waste of an afternoon.
Install the fabric library. Measuring materials from scratch without a reference set is far harder than adjusting an existing preset.
