Aseprite is built for drawing at the pixel level and animating what you draw. Everything about it assumes that individual pixels matter: the brush places exactly the pixels you asked for with no antialiasing unless you want it, the zoom is crisp at any level, the selection tools snap to pixel boundaries, and nothing in the pipeline resamples your work behind your back.
The animation timeline sits along the bottom and works in frames and layers at once. Onion skinning shows the frames before and after at reduced opacity so you can see the arc of a movement while drawing the middle of it. Per frame timing, looping ranges, tags for naming sections of an animation, frame copying and reordering, and live playback in the canvas at the real speed are all there. Layers can be grouped, hidden, locked, blended and made continuous across frames.
Colour is handled the way pixel work needs. Palettes are first class objects with sorting, gradient generation, index locking and the ability to swap a colour across an entire animation by changing the palette entry. Indexed, grayscale and full colour modes are all supported, palette presets for the classic hardware constraints are included, and a colour can be replaced everywhere or only within a selection.
The tooling around drawing is deep for such a small application. Tilemap layers with a managed tileset for building level art, symmetry drawing, pixel perfect stroke correction that removes the doubled corner pixels a freehand line produces, shading and dithering modes, rotsprite rotation that preserves pixel clusters, custom brushes, and export to sprite sheets in a range of layouts with a data file describing every frame for whatever reads it afterwards.

Work in indexed mode if the project has a fixed palette. Converting from full colour afterwards rarely lands where you wanted it.
The portable build keeps its configuration beside the executable, which makes it easy to carry a configured setup on a stick.
