Elements is the photo editor for people who want a good result without learning a professional application first, and it is much more capable than that description usually implies. It has three modes. Quick gives you a small set of sliders and a before and after view. Guided walks you through a specific edit one step at a time, showing where to click and what each control does. Expert is a real layer based editor with masks, blend modes, adjustment layers and selections.
The guided edits are the reason it sells. There are dozens of them, covering things like replacing a dull sky, removing an object from a background, creating a double exposure, turning a photo into a painting, making a panorama, restoring an old damaged print, or producing a shallow depth of field effect on a shot taken with a phone. Each one produces a result you would struggle to get to unaided, and because it is done on layers you can take the file into expert mode afterwards and adjust it.
The organiser is a separate half of the application and does the work of a library. It catalogues everything on your drives, recognises faces and groups by person, groups by place and by event, tags automatically by content so you can find every photograph of a dog without ever having tagged one, and builds smart albums from any combination of criteria. It works with the editor directly so you can send a selection through and get the results back into the catalogue.
Output covers the things people actually make with family and hobby photographs. Photo books, calendars, cards and collages from templates, slideshows with music and transitions, animated exports from a burst or a short clip, prints laid out on a sheet, and social ready sizes. None of it is aimed at a print shop, and none of it needs to be.

Keep the catalogue on an internal drive. Running the organiser against a network share is slow and fragile.
Elements and the full application can coexist. They keep separate preferences and will not fight over file associations if you set them once.
