A code editor with a live rendering surface attached, covering markup, styling and scripting alongside site management and direct publishing to a server.
Dreamweaver's long standing argument is that you should be able to see the page while you write it without alt tabbing to a browser every ten seconds. The split view puts the code on one side and a live rendering on the other, and the rendering is a real engine rather than an approximation, so what appears there is what a browser will show. Select an element in the preview and the cursor lands on the matching line of code, which after a while becomes the fastest way to navigate a long file.
The editor underneath is a proper one. Syntax highlighting and completion across markup, styling, scripting and the common server side languages, linting that catches the error before you load the page, code folding, multiple cursors, find and replace across an entire site with expression support, emmet style abbreviation expansion, and a git panel for committing and pushing without leaving the application.
Site management is the part that separates it from a plain text editor. A site definition ties a local folder to a remote server, and from there the file panel shows both sides at once with synchronisation, check in and check out, and a link checker that finds the references you broke when you renamed something. Publishing goes directly over the common transfer protocols with the credentials stored per site.
The styling side has a visual inspector that shows the computed box model, the cascade that produced a value and the rule that won, all editable in place, which is genuinely faster than hunting through stylesheets for the override. Starter templates and layout frameworks are included, media queries have their own visual control, and the whole thing handles a responsive layout without you having to reason about breakpoints purely in the abstract.
Read the whole list before you start. Most of the reports that come into the desk about this title turn out to be a step taken out of order.

Define the site before you start editing. Half the features do nothing useful on loose files outside a site definition.
Server credentials are stored per site. Check where that file lives before you put the machine somewhere shared.
