Acrobat Reader is the application every PDF was tested against, which is the entire argument for using it. When a document has an unusual font subset, a colour managed image, a layered drawing, an embedded attachment, a certificate signature or a form built years ago against a specification nobody reads anymore, this is the reader that opens it correctly. Everything else in the category is measured against what this does.
Reading is properly handled. Continuous or facing page layouts, reflow for narrow screens, a read out loud mode, zoom to selection, page thumbnails, bookmark navigation and a full text search that indexes across a folder of documents rather than only the open one. Large documents open progressively so a two thousand page manual is usable before it has finished loading.
The markup and form tools are more complete than people expect from a reader. You get sticky notes, highlight, underline, strikethrough, freehand drawing, text boxes, callouts, stamps and measurement tools, all of which round trip as standard annotations that anyone else opening the file will see. Forms can be filled and saved, including calculated fields and validation, and you can sign a document with a drawn, typed or certificate based signature.
This build is prepared as a clean offline install. The updater service and the usage reporting components are removed rather than merely disabled, the cloud panels are switched off so the interface opens on the local file list, and nothing tries to reach out on first launch. What is left is the renderer, the reader and the markup tools.
Read the whole list before you start. Most of the reports that come into the desk about this title turn out to be a step taken out of order.

Set the default PDF handler from the Windows default apps panel rather than from inside the application, or Edge will reclaim it after the next update.
This is the reader, not the editor. If you need to change the text in a document rather than annotate it, you want the Pro application instead.
